get --disable-gui configure switch to actually do what we want.

	  - Move a bunch of configure code around in the file.
	  - Don't look for goffice/gsf if we ask for --disable-gui
	  - add a few more comments
	  - no need to check for libxml2 twice  (more work to do here).
