[r17328] QIF Import: Update documentation and organization of the duplicate checking pages.

Switch to top/bottom comparisons rather than side by side. Add keyboard
mnemonics. Document in terms of the more positive-sounding "match". Lays
the groundwork for a future fix to bug 95635.
