    Move the pacman repository to github.com/Gnucash/gnucash-windows-deps-repo
    
    This repo is a mirror and every time the controlling repo pushed it
    deleted the tag that anchored the rolling release.
    gnucash-windows-deps-repo exists only on github so there's no chance
    of a push erasing the release commit.
