Encrypt and send just the run-id in the knocker.
The recipient will have a netcat listener on an agreed port. When
the listener receives a packet it's decrypted with a gpg key and the
result set to $RUNID. To actually retrieve the setup file the recipient
will then run the github-cli command
gh run download $RUNID -R Gnucash/gnucash-on-windows -D $PATH
where $PATH is the destination directory for the setup file.
