html-chart.scm is the only consumer and it now loads chartjs-4.

[html-chart] switch to chartjs-4 and its options API
The report engine now loads chartjs-4/chart.umd.js and builds a
Chart.js 4 configuration object:
- legend, title and tooltip options move under options.plugins; the
tooltip's interaction settings move to options.interaction.
- options.scales is keyed by axis id (x, y) instead of the xAxes/yAxes
arrays, gridLines becomes grid, and scaleLabel.labelString becomes
title.text. The two unused mirror axes are dropped: in chartjs-4 they
count as visible layout boxes and shrink the legend, and they never
drew anything.
- the yAxis no longer forces beginAtZero=false, which in chartjs-4
would override the bar controller's zero baseline and clip the bars.
- animation is disabled with animation=false; budget-barchart disables
the hover/resize transitions, which are no longer part of the
animation options.
- the chart-area background is a registered plugin with an id, read
from options.plugins.chartArea, and font defaults are copied into
Chart.defaults.font.
- the tooltip label/title callbacks take a tooltip context, and the
click handler uses getElementsAtEventForMode with the element's
index/datasetIndex.
- Adopted from Richard Cohen's chartjs-4 work in PR #2110: compositing
the fill under what is already on the canvas keeps the background
behind any earlier drawing rather than relying on being the first
plugin to run.
test-html-chart.scm is updated to the chartjs-4 option paths and to the
javascript the renderer now emits.

[chartjs-4] update to 4.5.1, keep the release bundle only
borrowed/chartjs-4 held the complete npm package: the ESM and CJS
builds, the chunked helpers, the TypeScript typings and 4MB of source
maps, none of which is usable by the report engine. Refresh it from
chart.js 4.5.1 and keep dist/chart.umd.js -- the minified UMD release
bundle that the reports actually load -- together with its licence.

[test-html-chart] cover the chart API and the rendered output
The existing tests only exercise nested-alist-set!/get through
gnc:html-chart-set!/get. Add two suites around them:
- html-chart api: every setter a report uses, asserted against the
chartjs option path it writes to, plus the data series accumulated by
gnc:html-chart-add-data-series!.
- html-chart render: the script the renderer emits -- the library it
loads, the canvas and its unique id, the json options, the tooltip
callbacks and the optional axis tick formatters.
Pinning the option paths and the emitted javascript means a charting
library upgrade shows up here as an explicit, reviewable change rather
than silently rendering nothing.
