Compiling error-gnome-print error

Hi.

I'm trying to compile ver 1.6.1 from source on RedHat 7.1 and I get this 
error:

checking for GNOME-PRINT - version >=0.21... did not find any version
configure: error: GNOME-PRINT not found or wrong version

I went to rpmfind.net downloaded libgnomeprint11-0.25-9.i386.rpm 
<ftp://ftp.rpmfind.net/linux/redhat/7.1/en/os/i386/RedHat/RPMS//libgnomeprint11-0.25-9.i386.rpm> 
and tried to recompile with the same results.

Has anybody ran into this problem??  Any solutions ?
