That is indeed what "Scrub" does.  It creates matched entries (the
"missing side" of the double entry) in an account called "Imbalance".

This then gives you the opportunity to go and give those transactions
a proper account instead of the "Imbalance" one.

It is described in the manual, under "Using Double Entry".
