problem compiling gtkhtml

On a RedHat 8 system, when trying to create a Makefile with "./configure", the script fails with the following error:

checking for Gnome App libraries (GAL) >= 0.20.1.99... 0.21 found checking for Gnome configuration applet libraries 
>= 1.0.0... not found 
configure: error:""
"You need Gnome configuration applet libraries 1.0.0 or later to build gtkhtml."

I have not been able to locate the referenced Gnome configuration applet libraries and would appreciate any advice as to what and where they are.
