Hmmm, I don't know if they *have* to accept it, especially if they're 
a private insitution.  Of course, they didn't say they *wouldn't* 
accept it, just that they'd start charging a "handling" fee, which I 
believe is also well within their rights (some banks actually charge  
a service fee to use a human teller vs. an ATM!).
