Thanks to Conrad and Andrew for their help.

Conrad, how did you set up F::Q?

I tried first with CPAN then the configure, make, make install
instructions in the INSTALL file in the F::Q tarball. Neither worked.
Cant gzopen error in CPAN and while the 'normal' method appeared to
complete without error gnucash say F::Q is not installed correctly and
is consequently greyed out.
