Are you trying to do this in a 1.6.n version of gnucash?
I suspect you are, in which case the answer is that you don't enter the
bill until it is paid. 1.6 does not have an accounts payable function.
The soon-to-be-released 1.8 version has accounts payable features, which
will allow you to enter a bill that is unpaid. The 1.8 version will also
have scheduled transactions, which may also be close to what you want.
