GNUCash 1.8.4: Displaying national chars (iso8859-13)

Hello!

Can someone comment such problem:

it is impossible to enter any local (Latvian) characters in any field.
If i cheat a little (by editin accounts file by external editor), the
characters are shown in some distorted (IMHO - 8859-1 table) way.

Is it possible somehow to get Latvian language working for entering of
info (at the moment i do not care very much about interface) or it is
gtk/gtkhtml problem in general?

I remember similar problems with evolution 1.2.x, which was based on
gnome 1.4.x, and disappeared only after transition of it to gnome 2.x.
