I think the problem is that he is talking about his particular case, 
while you are talking about programming to handle EVERYONE'S case.  
(This is the gnucash-USER list, after all (not developer).)

Naturally just because NZ GST (for example) is irrelevant to his case, 
he is not saying it is irrelevant to everyone.

At least that is my read of this exchange.  Let's keep it friendly.
