What have you gotten accomplished so far? Do you have it installed?  Did 
you install from the RPM?  If so, here's the README:

me2v at reliant me2v $ rpm -ql gnucash-backend-postgres |grep README
/usr/share/doc/gnucash-backend-postgres-1.8.1/README.postgres

so it's there, unless you did a custom spec file. That assumes you're on 
an RPM-based (RH, really) system.  I can't vouch for other systems (e.g., 
Debian or Slackware).  There is, however, a README in the source tree, in 
src/backend/postgres, that is *supposed* to be installed by the packager 
(and it *is* installed on RedHat...).

If that doesn't help, please follow up with more specifics...
