1) you should direct this question to the mailing list gnucash-user at gnucash.org
2) you need to get a copy of gnucash with the SQL support built into it.
3) To use it, you need merely to "Save As ..." postgres://you.server.com/some-dbname


There are additional details in the README file in the source code,
specifically, the README in src/backend/postgres
