Split Button (Tool) Tip Missing

I was wondering if anybody else has noticed that the (tool) tip for the
Split button in the Register window does not pop up. I've noticed it
since 1.8.4, but it never bothered me until I decided to set my tool bar
to only icons instead of icons and text.
