Updating Exchange rate and Stock price

Run gnucash --add-price-quotes

It should get you your quotes.

I'm not sure what you mean by "update the exchange rate"...  Do you
mean update it in the pricedb so it has a more reasonable idea of what
to guess the next time you use it?  Or do you want to change the
exchange rate of existing transactions?
