Hmm..  This is odd.  I've tested this here and it works fine.  What's
your LANG envionrment variable set to?  (Check it in your environment
where you start GnuCash).  Just to make sure, you have the USD account
open and try to transfer to the EUR account.  What display style do you
use, just a basic register?  Or do you use auto-split or journal mode?

Well, the transfer dialog doesn't pop up the exchange-rate dialog ;)

You need to find out as much information as possible about your
execution environment.

>From the term where you start gnucash, use 'printenv' to print your
whole environment.  That should tell you (well, me) everything I need
to know to try to reproduce the problem.
