SinceLast Run runs when you open the file, however you open the file. If the
file you are opening doesn't have scheduled transactions, SinceLastRun
doesn't run
So if I open Gnucash with account A, with no scheduled transactions and then
close Gnucash, none of scheduled transactions for other files are created.
