I agree with everything except the first sentence..  There is no tax rate
setting under File -> Properties.

The "taxincluded" is a flag for whether the tax is included in the
value of the item or is on top of the value in the item.  For example,
in the US, tax is NOT included in the value of the item, so a 10% tax
on a $10 item would result in $10 + $1 == $11, whereas in Australia
where the tax IS included, that same $10 item with 10% tax would
result in $9.09 + $.91 = $10 (I think this is how it's implemented --
it may be implemented as $9 + $1 = $10 -- I don't recall of the top of
my head, it's been so long since I looked at that code).
