I suspect that these programs are 'emulating' programs written for
MS-Windows or MacOS -- that is the developers are not really UNIX aware.
Or these programs are direct ports of MS-Windows or MacOS programs.

MS-Windows (and MacOS) developers don't have a monopoly on bad ideas.
