cannot make gnucash-docs-1.8.3

I installed gnucash 1.8.8 without problems worth mentioning and I can 
say now the application works fine.
This done I started to install gnucash-docs-1.8.3 (I hope, that is the 
latest version?):
the configure-script finished well but make runs in difficulties: 
somebody tries to connect to www.oasis-open.org to get any docbook....
and the most exciting problem for me: not only "make" cannot connect to 
ww.oasis-open.org but "mozilla" cannot do also (- whereas "ping" can 
connect as well as MS-IE).
This is the first time I see such a behaviour on my PC.

I show you the problem report written to stdout from "make" and I hope 
somebody can help me
