GnuCash doesn't create PDF directly, whatever you can print can be printed to 
a file and specifically, a PDF file. It's in your printer dialog options 
dialog, depending on your setup.

The Chart of Accounts (sans balances) is a different issue, all I can see is 
the Account Summary report.
