Some additional information.
I just discovered that after this import I was once again experiencing 
Bug#161518, which I had not previously experienced with this data file.  
Further investigation showed that the QIF import had recorded some 
transactions as being in USD rather than the correct CAD.  All accounts 
are in CAD.  I fixed this manually in the XML file and no longer 
experience Bug #161518.  I have updated the bug report accordingly.

I'm not 100% sure this would have fixed my problem I posted earlier, but 
it looks like it might.
