Looks like the SourceForge pages are English only, I don't know whether PayPal
will convert to German once the actual data entry page is displayed using the
locale of your browser.
Alternatively, it only requires your credit card details, you only need an
account with PayPal if you plan on making more donations and want to save the
hassle of entering details each time (or want to receive via PayPal). So why
not do it at home yourself?
PayPal WILL handle the currency conversions:
since the SourceForge.net Donation System accepts donations through PayPal, we
are able to accept contributions from many different countries (including the
United States, Canada, Germany, Japan, China, United Kingdom, Denmark, and
others). PayPal will handle the currency conversion on your behalf.

As far as I am aware, only via SourceForge.

Neither GnuCash nor SourceForge (who process the donation) are charitable
organisations. In the UK, they do not qualify for tax relief or as a tax
deductible expense. I doubt that Germany is that different and you may well
find that you cannot use the donation in your taxes in any way.
The receipt is just an email or a print out of the final page.
