rounding errors in tax calculation

As far as I can tell, GC is internally consistent, ie a tax value of £0.545 
seems always to be rounded down to £0.54, from wherever it is viewed.  
However, in the UK at least, that should be rounded up to £0.55

I have lots of "VAT rounding" splits of 0.001 in my A/P register to make GC 
agree with the bits of paper from my vendors... (and a few in my A/R too, but 
that is partly because my invoices are generated outside GC)
