can't find gnome-config

libgnome2-dev isn't useful. Gnucash is a gnome-1.4 app

gnome-config is a program. gnome-config.h has nothing to do with it.
I have no idea where debian places it. Have you tried:
apt-get build-dep gnucash
To install the build dependencies?
