Ok, so, executive summary style this time...

Current A: There is no way to change this in the 1.8 release.

New A (using patch): Not perfect yet, but you can edit, in date-utilities.scm 
(be careful not to mess the surrounding parenthesis):

    ;; fin-year-start format: mm dd
    (define fin-year-start '(07 01))


Was there something wrong with the patch? Or am I not using the right channel 
to submit it?
