After a bit of a better Google, I see that Debian stopped distributing
update-finance-quote in 2002 (gnucash 1.7.5), saying that F::Q is better
installed by apt-get.

However, dump-finance-quote works OK. So, why do I get, "There was a
system error while retrieving the price quotes", when I hit the "Get
Quotes" button?
