I wouldn't say we "concentrate" on Windows, so much as it is an option.

The most recent stable release for all platforms was 2.2.1.

The best way to get GnuCash is through your distribution; in that case,
whatever the latest version your distribution provides.  For instance, Ubuntu
Gutsy Gibbon has 2.2.1, whereas Feisty only has 2.0.2 (though 2.2.1 is
available through backports).
