copy part of accounts file to another file

There was some experimental code in SVN (trunk) to do this,
but I think it might (still) be disabled because I dont think
it was fully tested.  There was also a perl script written
by Jonathan Kamens and sent to the gnucash list that lets
you clean out your datafile.  YMMV.
