Without a formal development organization or full-time developers, we
don't have "long-term plans" per se.
At the moment, <http://wiki.gnucash.org/wiki/Custom_Reports> describes a
not-hard way for a user to load a new or modified report without needing
to modify the installed sources. "Deleting" a user-modified report
would involve simply removing it from that file; deleting distributed
reports would involve modifying the sources. I'm not sure what the
motivation for user-level "deletion" of the distributed reports is.
As for actually making the modifications to the reports, they are
(still) html-emitting scheme scripts, and frankly not the easiest thing
to change. Revising that architecture is a bigger project which awaits
a contributor.
