Don't use `USE=... emerge` except for transient checking [*] ... the
setting will be lost the next time the package is emerged, and after
updates your system will become ... well ... out of sync with what you
want.  /etc/make.conf and /etc/portage/package.use are your friends;

[*]: I sometimes use $(USE="foobar" emerge -pv quux) to see if any other
deps will be pulled in, but then add 'foobar' to the right place before
actually doing the emerge.
