Missing pkgconfig

I'm using Kubuntu 7.04 Kernel  2.16. It is likely that I don't have a
development system, I'm only a end user and a newbie at that. I've
reinstalled pkg-config and that seems to have worked. A couple of other
dependencies errors (old versions) but I'm sure I can plough through those.
