Online Banking Setup Win XP Problem re Aqbanking Wizard Install

After installing gnucash 2.2.1 on my Win XP pro system, and fixing the file
folders permissions problems I have been unable to run Online Banking Setup.

On being prompted to run Aqbanking Wizard, the following error pops up:
"The external program "AqBanking Setup Wizard" has not been found. 

The aqbanking package should include the program "qt3-wizard".  Please check
your installation to ensure this program is present.  On some distributions
this may require installing additional packages."

Guidance gratefully accepted.
