Yes, this is correct behaviour.  The only way to change the value from 'c' or 
'n' to 'y' is to select the transaction in the reconcile dialog box and click 
the "Finish" button.  If you just postpone the reconciliation, you are telling 
gnucash you are not ready to finish reconciliation, so it leaves the 
transaction status unchanged.
