Keyboard Shortcuts

I am using GnuCash on a Windows XP Machine.

I would like to assign keyboard shortcuts and have followed the 
instructions of placing my mouse over the menu item and pressing the 
keyboard combination I want.

Specifically, I want to shortcut "Actions:Blank Transaction" to CTRL-B.

Is there a way to do this in Windows?
Is there a file I can edit manually to create this shortcut?
