Hello Brad,

I just had the exact same problem. Downgrade activeperl to 
ActivePerl-5.8.8.822-MSWin32-x86-280952.msi and it will all work. Remove 
the version activeperl 5.10.0.1001 using the add/remove programs in 
control panel.

The batch file is looking for a specific version but, surprisingly, 
fails to inform one.
