Balance sheet report: time stamp & closing FXR rates

Charles told me that the time stamp of a balance sheet report was noon
(12:00 AM) in GnuCash such that GnuCash might not pick the closing rates
at balance sheet date.

If multiple FXRs (@ balance sheet date) are stored in the price
database, "nearest in time" might produce incorrect results since it can
happen that GnuCash does not pick the "last" rate of the day (e.g. if
there are entries at the times 12:00 and 23:00, then I suspect the 12:00
entry is used).

Running the balance sheet report with "last" instead of "nearest in
time" might not produce results on the basis of the rate latest at
balance sheet date either (e.g. if FXRs after the balance sheet date are
stored).

If the time stamp of the balance sheet report was changed to 11:59 PM,
balance sheet reports with "nearest in time" would produce correct
results using the latest rates of the day I think. This should guarantee
that closing balances are calculated with closing rates (using "nearest
in time").

I am not sure where the one of the attributes bid, ask, last, net asset
value, unknown of the entries comes in into the balance sheet calculations.

Charles proposed in http://bugzilla.gnome.org/show_bug.cgi?id=541970 to
ask for opinions on this topic here in the list.

Thanx.
