Sure, you can set any existing report to any dates you wish, and when
you make entries you can set the entries to whatever date you wish.
However, I have no idea exctly what you mean by "run a cash book".

GnuCash will only apply Taxes automatically when you use
the business features.  It will not apply taxes automatically
when you enter in transactions through the standard register.

Well, if you want help I suggest you attempt to explain yourself.
Or perhaps talk to a NZ-based accountant.

But there are certainly people in Canada, UK, and Australia who
all use GnuCash, so it's clearly possible and quite usable.  You
just have to get used to the way GnuCash does things.
