Nope. The currency symbol is ONLY used for the locale currency,
which only comes from the locale.  That's because the symbol itself
is provided by the locale environment.  GnuCash does not know about
currency symbols internally.

As for how to set it....  Unfortunately I don't know Windows enough
to know how to set the environment variable "properly".
LC_MONETARY would be the correct variable to set.
