Accessing the SQL file in 2.4

I was wondering if the OpenOffice Base program will allow me access 
directly to the new file format or will I need some other software in 
order to access the data?  What about M$ Access?

My current thoughts would be to use these to create some custom 
reports.  I am currently using Quicken.  Several releases back, there 
was a facility to create custom reports with the data I want in a format 
I liked.  Some of the new report formats are terrible.
