Accessing the SQL file in 2.4

You can download ODBC driver for sqlite (http://www.ch-werner.de/sqliteodbc/) and access the data source from Access (or any other ODBC compliant environment).

I used this driver to access some non-gnucash sqlite databases through Access in the past. Access has a few quirks: it doesn't recognize long (8 byte) integers and not good at manipulating GUIDs. But you should be fine with more basic data types. OOO may be better in these respects.
