Unfortunately, the fix is specifically about the mortgage and loan druid
creating scheduled transactions (and thus template transactions) which
use the user's locale's decimal separator.  It doesn't address the more
important aspect that those transactions – or manually created scheduled
transactions – are locale-dependent.
