I think that something similar to a HTML frame would work, with the ability
to resize it, and scroll. It could be turned on or off in the options, or
even it could be showed when the user needs it (clicking a button, maybe). I
am not a programmer, so, how difficult this would be to code?

Is there a way to put this suggestions somewhere, so it can be considered as
future improvement by the developers without someone having to dig it from
the archives again two years from now?

I am a designer, so I really do not agree that this is a minor improvement.
As I see, user interface improvements should be considered high priority,
but this is MY point of view, of course :)

Cheers!
