Perhaps something like  http://www.w3.org/Amaya/ Amaya  could be used. It is
available from W3C's web site and is opensource.
Perhaps this could be re-designed by someone smarter than I to be an
optional "add-on" for designing templates in WISYIG format.? ( Just thinking
out loud )
