Finance::Quotes on Windows

I followed the steps (1) and (2) bellow:
1) Install ActivePerl
2) Run the Quote installer from the Start Menu.
3) See the CPAN bug for why it wont grab currency quotes.

But, as you predicted, I couldn't get the quotes in step (3).
What should I do to make this work?
Can you help me?
