Perhaps a minor remark: The Perl Packages Manager (PPM) is shipped 
with Activeperl. It is an application for installing and updating perl 
packages. Its user interface is easy to understand.

I usually start it by calling   .../(Perl folder)/bin/ppm.bat.

This works on Win XP and on Win Vista.
