Yes, absolutely.  But that's probably not as big of a deal as you think.

When you're dealing with stock given for services performed, it's
usually easier to measure the fair market value of the services than
the fair market value of the stock, and usually it can be argued that
these two values are equal.  Your comment that "everyone's pay would
be for a specific dollar amount" is encouraging, especially if those
dollar amounts are reasonable considering the services provided.  It's
still a little messy, but you should be able to find an accountant
willing to deal with it :).
