Gnucash 2.2.9 for Windows no longer remembers certain settings

Gnucash 2.2.9 (r17949M) for Windows no longer remembers several settings 
it used to:

It will not reload the last accounts file used, nor retains any recently 
used file list.

It shows the Welcome dialogue with each start up even if on the Welcome 
dialogue I press cancel, and then No on the following "Display Welcome 
Dialogue Again" dialogue, the Welcome Dialogue still displays next time 
Gnucash starts.

The same happens with the Tips dialogue, I select "Do not show at start 
up" but they still show every start up.

Also, when the "Save file automatically" Dialogue shows, selecting "yes, 
always" does not prevent the auto-save confirmation question popping up 
again after Gnucash is restarted.

I have tried a fresh uninstall/re-install while also deleting the 
.gnucash folder but the same problem is occuring.

Has anyone else experienced this? Is it a Gnucash bug? Any idea how can 
I fix it?
